| 英文摘要 | 治安调解是公安机关处理某些特定案件的方式，适用治安调解的案件主要有两类，一类是因民间纠纷引起的打架斗殴或者损毁他人财物等违反治安管理行为，情节轻微的；另一类是非民间纠纷引起的治安案件，仅针对案件的违法后果部分进行调解，对违法行为则进行裁决处罚。治安调解与人民调解、法院调解的关系均十分密切，但治安调解受专家学者的关注较少。三种类型的调解亦存在较大区别，特别是治安调解存在一定程度的“强制性质”更是其特殊所在。由于受现行的公安管理机制以及人民群众法治意识的影响，治安调解制度还存在一些不完善之处。通过对治安调解制度与人民调解制度本身的比较分析，特别是结合实践对治安调解的类型、范围、条件、程序等进行分析...; Peace mediation is a method for the public security organs to deal with some certain kinds of cases, there are mainly two kinds of cases that apply Peace mediation, one is conduct in violation of security administration such as fighting or causing injury damages caused by the disputes among the people, if the circumstance of the case is not serious.
