英文摘要	两岸不统一并不意味着对抗，甚至偶然存在的政治对立也不意味着行政协作之终结，两岸的公共行政都承担着诸如“检验检疫”等涉及公共卫生、质量安全、民生健康等等公共管理、公益服务职能，藉此行政协作的实践，两岸方可在互利协作中实现功能性、技术性、事务性的整合互动，促成国家统一的自然趋势。公法上的“功能主义”学派和后现代的新公共管理理论，可资为两岸基于追求互利共赢之行政协作，提供正当化、合理化、法治化的制度演进思路，即：两岸行政协作规则暂时不需“正名”为所谓“国内法规则”或“国际法规则”，亦不受传统“法律”规则的内涵或外延之拘束，而是通过一种以社会和市场需要为导向的人性化、即时性、功能性行政行为，为两岸居民...; The disunity between Mainland China and Taiwan doesn’t mean confrontation, and even the occasional political opposition doesn’t suggest non-collaboration.
