英文摘要	近年来，随着海洋经济的发展、“钓鱼岛”等海洋争端不断，海洋问题日益成为人们关注的焦点。由于长期以来“重陆轻海”、海洋立法实践经验少等原因，我国海上刑事管辖立法空白、滞后或不协调等问题突出，研究海上刑事问题的学者远少于研究陆地刑事问题的学者，理论研究相对滞后，导致实践中管辖不明、管辖争议情况不断，海上刑事执法困难重重、举步维艰。 全文分为引言、正文和结论三部分，正文部分又分四章： 第一章首先介绍海上犯罪的定义与特征，指出海上犯罪与陆地犯罪的不同，海上犯罪具有群体性、跨国、跨地区性和隐匿性的特征。然后简要介绍了近年来，海上犯罪的发展趋势。 第二章首先介绍了刑事管辖权，指出海上刑事管辖权是国家...; Recently, with the development of marine economy, "Diaoyu Islands" and other maritime disputes continue, marine matter increasingly becomes the focus of attention.
