英文摘要	在国有土地征收中，“公共利益”问题是其涉及到的主要问题之一。由于“公共利益”概念本身的丰富多样性，使得“公共利益”制度的制定充满较大的争议性和不确定性。现实中，许多权力主体和利益主体经常把“公共利益”作为侵犯私人合法权利的“挡箭牌”和“替罪羊”。2011年1月《国有土地上房屋征收与补偿条例》（以下简称《征收条例》）公布并实行，“公共利益”首次被明确界定。此举是我国在土地征收制度上的一大进步。本文通过对“公共利益”概念进行解读，讨论《征收条例》中“公共利益”概念，并比较分析《征收条例》与国外（地区）在“公共利益”制度上的不同，指出不足，并试图提出完善的建议。 本文全文分引言、正文和结论三部分...; In the process of state-owned land expropriation, the public interests cannot be ignored.
