英文摘要	始于20世纪80年代中期的政治民主化和经济市场化改革,是俄罗斯非国立高等教育复苏的深刻社会背景。1992年,联邦《教育法》首次提出并准确定义了“非国立教育“,明确了其法律地位。在该法的鼓励和扶持下,非国立高等教育开始了大规模扩张。1996年,联邦《教育法》修订版和联邦《高等及大学后职业教育法》相继颁布,继续鼓励发展非国立高等教育,促使非国立高等教育的规模进一步扩张。尽管国立和非国立高等教育并存、相互竞争、共同发展的局面已经形成,但非国立高等教育从复苏之日起一直饱受社会习惯势力的质疑、排斥乃至否定,在实际办学过程中,教育政策不适、法律地位不能有效落实等问题,时刻阻碍着非国立高等教育的发展。90年代末期,非国立高等教育规模无度扩张的负面效应显现,俄政府和学术界开始反思这一教育形式发展得是否合理,同时关注其发展状况和思考它的未来。2000年后,随着俄罗斯强国战略的实施,非国立高等教育作为国家高等教育体系的组成部分,进入被国家规范管理的阶段,成为国家发展总规划以及高等教育现代化的一部分。; The political democratization and economic marketization reforms since the middle 1980 s are profound social background for the revival of Russian Non-national higher education.In 1992, the "non-national education" was first proposed and precisely defined in the federal law on education.Just with this law, Russian non-national higher education began to expand widely.In 1996, the federal amended law on education and Federal Law on Higher Postgraduate Professional Education were promulgated, continuing to encourage the development of non-national higher education, which promoted its further expansion accordingly.Although the national and non-national higher education coexist, compete with each other, still non-national higher education has been questioned, excluded or even denied since its revival.In practice, the improper education policies and ineffective implementation of its legal status always hindered the development of non-national higher education.In the late 1990 s, the negative effects of excessive expansion of non-national higher education was manifested, which enabled the Russian government and academia to reflect on the validity of this form of education, and to become concerned about its development and future.Since 2000, with the implementation of Russian strategy to strengthen the country, non-state higher education, as part of Russian national higher education system, became managed by the government and part of the overall national development planning and higher education modernization.; 厦门大学中央高校基本科研业务费专项资金“俄罗斯非国立高等教育发展研究”(2010221081)的阶段性研究成果
