英文摘要	俄罗斯私立高等教育自复苏以来已走过20年的发展历程,经历了规模大扩张和教育质量提高两个发展阶段,成为国家高等教育系统的重要组成部分。其私立高等教育发展的经验可以概括为依附于国立高等教育、竞争性的教育政策保障私立高等教育质量、大学入学制度保证生源质量、政府落实私立大学的法律地位以维护其合法权益以及学校发展理念明确等。鉴于此,我国民办高校应依靠制度建设保证教育质量,完善招生制度,建立公平的教育政策环境,明确办学理念。; Russian private higher education has gone through 20 years of development,experienced two development stages of large-scale expansion and education quality improvement,and has become an important part of the country's higher education system.Such success results from the government's effort to create equal policies towards public and private higher education and the universities' internal development.In particular,government's equal-competition policy assures the quality of private higher education and lays the foundation for universities to improve the education quality;national college entrance examination and university's independent admission ensure high quality applicants;government recognizes the legal status of private universities and protects their legal rights.In view of this,China's non-governmental institutions of higher learning should rely on system building to ensure education quality,improve the admission system,establish a fair education policy environment,and clear the educational philosophy.; 厦门大学中央高校基本科研业务费专项资金资助项目(0650-ZK1001)
