英文摘要	崇左市膨润土资源在储量和矿石品级方面具明显优势,其钠基膨润土资源开发潜力巨大。在北部湾经济区开发上升到国家战略层面、核能等清洁能源成为经济区能源保障的趋势下,加快转化膨润土资源优势为经济优势的步伐,就必须科学规划膨润土资源,并根据国内外膨润土市场、区域经济、产业链等因素,制定膨润土产业发展战略及其实施策略;在招商引资政策体系等地方政府政策平台构建过程中,要依据膨润土资源特点制定相应的政策,开发相应产品,关注高品级膨润土资源的控制与市场运作,制定以开发高端产品市场为导向的优惠政策,鼓励以钠基膨润土资源开发高端产品市场的投资项目;抑制膨润土低端产品的重复投资,避免因同质化发展带来的恶性竞争;同时,要理顺膨润土产业内的供应链和价值链,使膨润土矿开采、膨润土产品加工、膨润土专利技术研发及其推广服务、膨润土产品品牌管理与营销等产业部门,在提升崇左膨润土产业核心竞争力总目标的约束下,实现产业发展的动态平衡,实现膨润土资源的最佳配置和经济效益最大化。; Bentonite resource of Chongzuo has obvious advantage on reserves and grade of ore,especially on resource development of Sodium bentonite.With the trend of development of Beibu gulf bay economy zone which rise to the national strategic level and nuclear energy use as main energy,scientific plan for bentonite industry is needed to accelerate the transformation of resource advantages to economy advantage,such as constructing local government's policy platform,and formulating policies of attracting investment according to bentonite resource features,paying attention to high-grade bentonite resource control and market operation,and ration alizing value chain and supply chain to make different industry department balanced,such as technology researching,bentonite processing,and exploiting,in order to realize optimal allocation of resources and enhance the overall competitiveness of bentonite industry.; 国家社会科学基金“资源短缺背景下我国‘城市矿产’综合利用战略问题及支撑体系研究”(12BJY057);广西崇左(大新、天等)矿产资源总体规划(2008--2015)项目
