以“当局”作为两岸商谈政治定位起点之理论探讨; On Taking “Authorities” as a Starting Point for the Talk of the Cross-Strait Political Orientation

英文摘要在解决两岸政治定位的结构性问题上,可以思考以“当局“作为起点来进行探讨,从而避免“骑马找马“、“鸡生蛋、蛋生鸡“的困局。两岸在过去数十年都已经用“当局“相互称谓。从政治语义学上分析,“当局“正视了两岸公权力行使的事实,包容了两岸之间的“承认“抑或“否认“政治分歧,保留了未来开放性讨论政治地位的空间。从政治现实来看,两岸“当局“之间发展政治关系没有违背一个中国框架,两岸互称“当局“的身份可以体现平等协商、对等谈判,两岸可以从“当局“出发探讨最终政治定位并达成共识,两岸“当局“的政治定位可以为当前两岸发展政治关系提供灵活性安排。; The mainland and Taiwan may think of using"Authorities"as a starting point in the resolution of the structural disputes over the cross-Strait political orientation so as to avoid falling into the "chicken and egg"situation.In the last decades,the two sides of the Straits have already called each other "authorities".From the analysis of political semantics,the term of"authority"faces the reality of exercising public power by the two sides,tolerating the political differences of"recognition"or"denying"and leaving the space for future open discussion of the political positioning.On the other hand,from the perspective of political reality,developing political relations between two "authorities"does not violate the one China framework.With"Authorities"used mutually as their identity,the two sides can start their equal political talks,discuss their final political status and reach a consensus.The paper believes that the status agreed upon by the two-side"authorities"will certainly provide flexibility in developing the current political relations across the Straits.; 教育部人文社会科学重点研究基地重大项目“国家尚未统一特殊情况下的两岸政治关系研究”(12JJD810011); 国家社科基金重大项目“丰富‘一国两制’实践和推进祖国统一研究”(13&ZD052)
