	试论和平发展背景下的两岸共同治理; On Cross-strait Co-governance in the Context of Cross-strait Peace and Development

英文摘要	[中文文摘]2008年5月20日以来,台湾问题出现历史性转折,两岸关系迎来了和平发展的机遇期。但是,两岸政治上的歧见并没有因此得到根本上的解决,两岸经济、社会、文化差异仍然很大。如何把握难得的历史机遇期,在求同存异的基础上共同面对和平发展进程中出现的困难和问题,我们必须未雨绸缪。为此,两岸民间社会需要重建人民之间共同的知识基础,两岸行政部门需要谋划与两岸民间往来相关的共同规则,两岸最高公权力部门则需要研究双方和平共存的法理依据问题。根据两岸关系的特殊性,笔者主张区分政治与行政两个不同层面的事务,并借鉴西方的公共治理理念,双方公权力部门可主动地进行适度的战略收缩,让两岸民间社会的力量进一步释放出来,成为引导和推动两岸和平发展新的力量,成为两岸公权力部门合理有效的补充。[英文文摘]SinceMay 20th, 2008, the Ta iwan issue has appea red a h istor ic change and the cross-strait relations have entered into a new period with great opportun ities for peace and development. However, the political differences between the two sides have not been fundamentally resolved and the economic, social and cultural differences across the strait are still significant. How to grasp the hard-won historic opportunity to confront the difficulties and problems on the basis of seeking common points while reserving differences, the both sides across the strait should take necessary precautions. Therefore, the two sides need to rebuild a common knowledge base in both civil societies, the two sides need to plan for the common rules related with cross-strait civilian exchanges by both executive branches, and the two sides need to make a study on the legal basis for peaceful co-existence by both uppermost admin is trative sectors. Based on the spec ial nature of cross-strait relations, the essay advocates distingu ishing between two different levels of political and administrative affairs, and according to the concept of the western public governance, the both public power sectorsmay take the in itia tive to conduct an appropriate strategy for contraction in order to release more civil strength which will lead and promote the cross-strait peaceful development and become the reasonable and effective supplement for the cross-stra it public power sectors.; 教育部人文社科重点研究基地重大项目(07JJDGAT24)
