英文摘要	党的十八大要求把生态文明建设放在突出地位。历史文化名城名镇名村蕴含的价值原则与空间理念是生态文明的核心内容之一,是建设文明新范式的基因库。在此视野之下,保护机制有了新的思路。一方面,激励、推动、引导社区民众参与历史文化保护,由地方感到文化自觉,走向社区营造。另一方面,运用公共财政杠杆,循依法治国,明确职责,为历史文化保护建立法律保障,走出一条中国式文化遗产保护、传承、提升的新路。; The famous historic and cultural cities,towns and villages are the " root" and " soul" for continuation of Chinese civilization,so it is a systematic process to improve the mechanism of protection.The current mechanism has produced positive effects but there still remain many problems.The construction of ecological civilization is highlighted in the 18 th CPC National Congress.The value principle and spatial conception implied in the famous historic and cultural cities,towns and villages are included in the core contents of ecological civilization and are regarded as a gene pool of new paradigm for construction of ecological civilization.From this perspective,there are new ideas for the mechanism of protection.On the one hand,it stimulates,promotes and guides community residents to participate in historical and cultural protection from sense of place to cultural self- consciousness and step into community empowerment; on the other hand,by public financial leverage and by rule of law with duties and responsibilities well defined,it provides the legal guarantee for historical and cultural protection and walks on the new road towards the Chinese- style protection,inheritance and upgrading of cultural heritages.; 福建省社会科学规划项目“历史文化街区、村镇保护的机制与经验研究”(项目编号:2014A008)
