| 英文摘要 | 在第二次世界大战后美国高层公共住房兴建热潮中,规模最大、最具代表性的是罗伯特·泰勒之家住宅小区。高层设计的泰勒之家短期内对缓解芝加哥市低收入住房短缺的压力极有助益。但投入使用后,种族隔离、贫困集中、社区衰败等社会问题持续发酵,最终泰勒之家作为该市最臭名昭著的黑人隔都区而被拆除。本文探讨了泰勒之家的源起与悲剧性结局,在衡量该住房项目效率性与公平性的基础上,透视美国战后高层公共住房发展史上的应急性与妥协性两项弊病,总结公共住房领域合理规避两项弊病、坚持政府宏观调控下长期制度建设的必要性。; Robert Taylor Homes was a typical case of the high-rise public housing projects in the construction boom of high-rise public housing after WWII.Though it helped relieve the pressure of the housing shortage for the low-income families by its high-rise design,Taylor Homes was involved with a series of social problems such as racial segregation,poverty concentration and community on the decline.As a result,it was demolished as the most notorious ghetto in Chicago.The essay investigated the beginning and the end of Taylor Homes,stated two drawbacks of the postwar public housing policy,and concluded that the public housing policy should avoid the two drawbacks and adhere to long-term system construction under the government macroeconomic regulation and control./r/n; 作者主持的2012年度教育部人文社会科学研究青年基金项目“美国公共住房政策研究”(批准号12YJC770029)的成果之一; 中央高校基本科研业务费专项资金资助;项目编号2011221028 |
