英文摘要	作为南京政府时期国民党地方新军阀的典型,何键以“小康“与“大同“观曲折表达了自己的政治哲学。其“小康之治“虽然不为他本人推崇,却恰恰成为他政治实践的真实写照。但是何键又并非无原则拥护中央,他鼓吹大同之治,贬抑“统一“为“小康“的极端现象,又反映出地方新军阀醉心地方割据与军事独裁的普遍心态。何键坚决反共,推行恢复儒家伦理道德的教育改革,厉行“清乡“,上取悦南京中央以扩充实力稳固在湖南的统治,下可最大限度地整合社会资源以求得湖南各界的共同政治认同。因此其施政理念与政治实践在地方新军阀中具有典型意义,其“小康“与“大同“观更是地方新军阀政治哲学的集中概括。; He Jian,as the repre sentative of GMD Party new warlords,circuitously gave expression to his political philosophy by the theory of "Xiao-Kang" and "Da-Tong".He agitated "Da-Tong" society and accordingly detracted unionization as "Xiao-Kang" society,which embodied new warlords' universal psychology,in order to idolize local separatist warlord regimes and military dictorship.So his political philosophy and practice were typical of local new warlords.And his theory of "Xiao-kang" and "Da-Tong" was centralized condensation of political philosophy of GMD's local new warlords.
