英文摘要	主流财政理论认为,只有通过省以下财政分权来解决省以下财权与事权不对称问题,提高地方政府尤其是基层政府的公共产品供给能力。本文以福建省为例,利用双重差分思想,从县域层面的教育、医疗卫生、交通等基本公共产品供给情况分析福建省县级收入自留形式的财政分权的影响,判断省以下财政分权的实际效果。为了避免过多的反向因果造成的内生性问题,本文选取了各县农民人均纯收入作为衡量一个县市的经济发展水平,并选取合适的工具变量进行稳健性检验。结果表明,在目前的财政体制下,财政分权能够提高地方政府的公共产品供给水平,但也显著加大了各县市之间公共服务供给水平的差距。; Mainstream financial theory insists that only through provincial fiscal decentralization can we solve the problem of asymmetric financial authority and powers to improve the local government,especially basic governments' ability to supply public goods.This paper takes the instance of Fujian Province and makes use of differences-in-differences.From the county-level education, health care,transportation this pager analyzes Fujian fiscal decentralization below the provincial for judging the practical effect.In order to avoid excessive reverse cause and effect of endogenous problem,this article selects the net income of per farmer as a measure of a county's economic development level,and selects the appropriate instruments to take robustness test.The results show that under the current financial system,provincial fiscal decentralization makes local governments improve the level of public goods supply effectively,but also significantly increases the public services gap between the counties.provincial fiscal decentralized system is not sustainable.; 国家社会科学基金重大项目(10zd&036); 福建省社会科学基金重点项目(2012A005)
