英文摘要	本文首先对我国东、中、西部各省份的非税收入竞争强度进行了测算与对比,并在此基础上采用空间滞后面板模型,对非税收入竞争强度在各个区域中的策略互动模式,以及财政分权对非税收入竞争强度的影响方向进行了分析。研究结果表明,当前我国存在着强度不一的非税收入竞争,其中东部各省的竞争较为激烈,而中、西部省份的竞争则较为微弱。结果还表明,东部地区和中、西部地区的策略互动模式不同,前者表现出“竞赛到底“的特征,后两者则表现出此消彼长的替代性策略特点。当前各地方政府利用非税收入完成增收任务的现象约束了非税收入竞争的展开。此外,财政分权对非税收入收入竞争的影响并不是单向的,而是存在着先促进、后减弱的“u“型曲线关系。; This paper first computes and compares the degrees of nontax competition of provinces in the eastern,middle and western regions of China.And then,on the basis of the results above,we use spatial lagged panel model to analyze the patterns of strategic interaction of nontax competition degree in different regions,as well as the effect of fiscal decentralization on nontax competition.The results indicate that,nontax competition exists in China with different degrees at present,where provinces in the eastern region compete more fiercely than those in the middle and western regions.The strategic interaction pattern of provinces in the eastern region,which is "race to the bottom",is different from that in the middle and western regions,which is alternative strategy.Besides,the popular phenomenon that local governments use nontax revenue to achieve the goal of revenue increasing constrains the nontax competition.Moreover,the effect of fiscal decentralization on nontax competition is not monotonous,instead,there turns out to be a U-shaped relationship between them.
