英文摘要	本文对区域服务贸易协定的多样性和创新性的定性分析发现,在被寄予厚望的几项议题中,区域服务贸易协定遇到的困难并不比gATS少,区域服务贸易协定条款的多样性和创新性也许被高估了。而从定量分析来看,gATS型rTAS对gATS的承诺水平超越是最少的;nAfTA型总体上表现出较强的“gATS+“特征,其中第二代nAfTA型又明显比第一代nAfTA型的特性更明显;Eu型rTAS的“gATS+“特性仅次于第二代nAfTA型rTAS;整体而言,rTAS的“gATS+“特征差强人意。; This study attempts to assess the degree of divergences and innovations of post-GATS regional services trade agreements as compared with GATS.Our qualitative analysis shows that regional services trade agreements encounter as many difficulties as GATS did and the divergences and innovations between the two may have been overestimated.Our quantitative analysis shows that GATS RTAS are less likely to go beyond the commitment degree of GATS, while the second NAFTA RTAS are more characterized by GATS-plus traits compared with the first generation of NAFTA; EU RTAS are only second to the second generation of NAFTA RTAS in terms of GATS-plus traits.On the whole, the GATS-plus traits of regional services trade agreements are barely satisfactory.; 2013年教育部哲学社会科学研究重大课题攻关项目《要素成本上升背景下我国外贸中长期发展趋势研究》(13JZD010)阶段性成果
