农田水利制度的分散实验与人为设计:一个博弈均衡分析; Dispersed Experiments or Human Design of the Rural Irrigation Systems:A Game Analysis

英文摘要关于农田水利建设的理论探讨正逐渐从强调实体要素投入转变到注重制度建设和机制创新上来,但现有的制度分析往往局限在静态层面,忽视了不同使用者属性和物品属性下制度安排的动态性和适应性,对宏观政治经济环境变化下灌溉制度的演进与适应性关注较少。本文基于博弈均衡分析理论,通过对四个村级案例的考察和分析,试图说明农田水利中分散实验与人为设计的制度实践,分析农村水利基础设施制度演进的基本逻辑和内在机理;整合制度分散实验和人为设计模式的优点,重新设计了一种基于内生博弈的阶梯式制度演进模型,为我国农田水利制度建设提供新的方向和途径。; Currently,the discussions on the construction of irrigation systems have gradually shifted from physical inputs to institution building and mechanism innovation.However,the existing institutional analysis is often confined to the static level,ignoring the dynamic and flexibility of the institutional arrangements under the different attributes of users and goods.It also concerns less with the evolution and adaptability of the irrigation systems under the macro-political and economic changes in the environment.The article,based on the game theory of equilibrium analysis on four village-level cases,attempts to describe the institutional practices of dispersed experiments and human design of the rural irrigation systems,and to analyze the basic logic and the internal mechanism of the evolution of rural irrigation institutions.This article integrated both the advantages of the dispersed experiment and human designed patterns,and re-designed a new ladder-type model of institutional evolution based on the endogenous game theory,in order to provide a new direction and measure for the construction of irrigation systems.; 教育部人文社会科学研究青年基金“农村水利基础设施合作治理的制度安排研究”(编号:11YJC630010)的阶段性研究成果
