英文摘要	现代大学制度有其特定的制度精神,民主是现代大学制度价值构建的核心。程序民主与实质民主的统一是实现现代大学制度民主的关键。现代大学制度的民主困境体现在制度的制定与执行过程中程序民主与实质民主的背离,因此,应当从树立民主价值理念、落实民主主体地位、实现程序民主与实质民主的统一等方面构建现代大学制度,从而实现现代大学的使命。; The modern university system has its particular system spirit and democratic spirit is the essence of the value construction in the modern university system.The democracy in the modern university system is the unity of procedural democracy and substantial democracy.Yet the divorce between procedural democracy and substantial democracy in the process of setting down and implementing institution of rules shows the democratic dilemma of the modern university system.Thus,the establishment of the modern university system and the realization of the modern university mission require appropriate countermeasures in many aspects,including the construction of democratic values,the practice of the dominant position of democracy,and the unification of procedural democracy and substantial democracy.
