英文摘要	自2012年以来,重点高校面向贫困地区的定向招生专项计划已经连续实施三年。2014年9月,国务院又发布了《国务院关于深化考试招生制度改革的实施意见》,要求继续实施这一项目,并提出到2017年形成保障农村学生上重点高校的长效机制的政策目标。专项计划实施三年来,极大程度地提高了重点高校的农村在校生比例,但深入反思这一政策,显然这只能是一个权宜之计,难以长效地提高贫困地区学子接受优质高等教育的机会。因此,保障农村学生接受优质高等教育的长效机制,还在于统筹教育综合改革政策,改善农村基础教育条件,提高高中教育水平,转变农村学子成才观念,推进高校分类改革与多元发展,促进农村学子接受各级各类的优质高等教育等。; Since 2012,the special plan of students recruitment of the key universities for poor areas has carried out for three years.In 2014 September,the State Council issued the " implementation opinions of the State Council on deepening the reform of the systems of examination and enrollment ",and continued the implementation of this project.And it put forward the formation of long- term mechanism in 2017 to protect rural students in colleges and universities.Special plan for three years,it greatly improved the proportion of rural students in key universities.But in- depth reflection on the policy,obviously,this is only a matter of expediency.It was hard to improve the students in long- term poverty areas of quality higher education opportunity.So,a long- term mechanism to protect rural students receiving quality higher education lies in the overall comprehensive education reform policy.To improve the conditions of rural basic education,improve the senior high school education level,and guide the rural students change the concept of talent,promote university reform of classification and pluralistic development,and promote the rural students to accept all kinds of higher education.
