英文摘要	当前我国地方本科院校向应用技术大学转型发展已经成为高教界热议的话题,地方本科院校转型发展是为转变人才培养“倒挂“现象和办学模式“趋同“现象而做出的努力。地方本科院校的转型,在根本上是办学理念的转型。美国的“威斯康星理念“为这类大学的办学实践提供了理论支持。然而,“功利化“教育倾向、“依附性“发展思维以及“一次性“教育观念等“理念偏差“成为阻碍地方本科院校办学实践的关键因素。因此,地方本科院校转型发展的根本出路在于秉承实用主义、独立自主以及终身教育的办学理念,通过“理念转型“实现特色发展。; Currently,the transformation of local undergraduate universities into universities of applied sciences in China has become a heated topic in the higher education circle.Today,the transformation of the local undergraduate universities means efforts to change the "upside down" phenomenon of talent training and "convergence" phenomenon of development mode.Basically,the transformation of local undergraduate universities is the change in philosophy of school development.The Wisconsin Idea provides theoretical support in educational practice for these universities.However, "theory misunderstandings" such as the tend to utilitarian education,the thinking of dependent development and the concept of one-off education have become the key factors that hinder the developmental practice of local undergraduate universities.Therefore,the fundamental solutions for local undergraduate universities lie in philosophy of school development which sticks to pragmatism,independence and life-long education,and relying on "philosophy transformation" to realize the characteristic development of local undergraduate universities.
