; High school students enrollment determines the quality of high school students which influences quality of high school education, and, in turn, affects results of the national entrance examination for universities and colleges, and eventually influences higher education opportunities. As a case study of Xiamen, the paper discusses the influence of ways of enrollment in high schools of Xiamen on higher education opportunities. The paper finds that such influence takes different forms among different groups, and understandings of and identification with the same way of enrollment are divided. The maximization of interests of the underprivileged groups should be taken into consideration when policies regarding enrollment in high schools while pursuing more equal access to higher education.Equality should be the foremost principle in the whole process.;
