英文摘要	从世界范围来看,高校在国家智库建设过程中承担关键的角色,各国高校均陆续参与到国家智库建设之中。目前,我国高校参与智库建设存在定位模糊、偏重理论、创新不足、数据有限、标准单一等问题。大学应着力明确发展方向、理论联系实际、咨询解读并重、改善评价机制、完善数据库建设;同时,需妥善处理基础研究与政策研究、服务当前与引领未来、政策咨询与人才培养等关系。; On a global scale,colleges and universities play a key role in construction of the national think tank.At present,Chinese institutions of higher learning meet with the problems of unclear position,bias in favor of theory,lack of innovation,limited data and single standard in this process.They actually should clarify their development directions,combine theory with practice,lay equal emphasis on consoling and interpretation,improve the assessment mechanism,and perfect the database.Meanwhile,they should properly handle the conflicts between basic research and policy research,between service to today's society and future guidance as well as between policy consultation and talent production.
