英文摘要	农村新林权改革发生于青年农民大规模外出务工的时空背景中,改革过程中存在严重的青年农民参与缺失问题,而这一问题的根本原因是山林经济效益过低及村级制度实施的异化。随着山林市场价值的提高,参与缺失导致青年农民的权益受损和利益维护困境,具体包括山林收益低下、市场化融入受限与纠纷解决困难等。青年农民作为我国林业未来发展的主力军,如何解决其因参与缺失形成的利益困境,是后林权改革时代政策设计中亟待解决的难题之一。; The new collective forest right system reform has taking place in the background of young farmers' outflow continuously on a large scale.There is serious lack of young farmers' participation in this reform.However, the basic reason of above problem lied in the low forestry economic benefit and alienation of village-level system in some places.Along with forestry market value increasing rapidly, being lack of participation leads to dilemmas about loss of forest rights and interests, difficulties of forest rights and interests maintenance or claim etc., that including low income, being limited into market and difficult of dispute resolution.As main body of future Chinese forestry, how to solve young farmers' interest dilemma which derived from being lack of participation is an important problem to policy design in the late of new forestry right reform.; 国家社科基金重大项目“农村基本经营制度实施及变革路径研究”的阶段性成果;项目编号:14ZDA036
