英文摘要	改革开放以来,我国河道采砂政府规制经历了从无到有、从粗到细、从单方面简单管制走向全面性系统管制的过程。从规制政策的时间序列出发,分析不同阶段的政府规制重心及其变迁路径,说明该产业在经历不同规制环境和管制方式时所遇到的问题,并在此基础上阐释河道采砂政府规制的总体趋势,提出转换视角、构建政府-社会的双头模式、法制规范要与机制改革并重等经验反思,以期为更加高效的政府管制提供参考。; River sand mining in the government regulation in China has experienced from none to generated, from coarse to fine, from simple control system to comprehensive control of the process,since the reform and opening up.Starting from the time series of regulation policy,analysis of the different stages of the focus of government regulation and its change path,explain of the problems encountered by the industry experienced in different environment and control methods,and on this basis to interpretation the overall trend of government regulation of sand mining,try to propose some reflect experiences,such as:conversion perspective, build a double-headed model of government-social and pay equal attention to legal system and mechanism reform, in order to provide a reference for a more effective government control.
