英文摘要	政府规制能力是政府规制机构依据掌握的规制权力,运用适当的规制工具,履行相应规制职能,实现规制目标和效果的能量与力量。政府规制能力的影响要素包括基础要素、保障要素和提升要素,而规制决策能力、规制执行能力、规制调整能力、规制监督能力构成了政府规制能力的主体内容。在政府规制实践中,政府规制能力的外显形式主要包括经济性规制能力、社会性规制能力和反垄断规制能力,这三者之间相互区别,互为补充,构成了政府规制能力的外在表现形式。; Government regulation capacity is the ability and power for government regulatory institutions to use regulatory tools,perform corresponding duties and reach the regulatory targets.Factors that influence government regulation capacity include basic elements,security elements and promoting elements.The main content consists of regulatory decision making capacity,regulatory implementation capacity,regulatory adjustment capacity and regulatory supervision capacity.In practice the external forms of government regulation capacity mainly include economic regulatory ability,social regulatory ability and antitrust regulatory ability.Different,but complementary,these three abilities constititute the external manifestation of government regulatory capacity.; 厦门大学985工程“公共管理重点学科建设”项目; 教育部新世纪优秀人才支持计划项目(NCET-09-0672)
