英文摘要	2013年国务院机构改革是在以往机构改革基础上的一次渐进整合式改革。在这种渐进整合式改革中,主要有机构整合、职能整合、制度整合和技术整合四种改革战略。本文用一种更为系统、整体、协同的分析视角,观察和理解国务院机构改革的内在规律,根据这种内在规律,思考未来改革的主要议题。; The administrative reform of the State Council in 2013 is an incremental and integrated reform based on the previous administrative reform since 1982.This incremental and integrated reform includes four strategies of reform,such as agency integration,functional integration,system integration and technical integration.The main purpose of this paper explores and understands the inherent laws and logics of the administrative reform of the State Council in 2013 from the perspective of a more systematic,overall,and collaborative analyzing.; 厦门大学985工程公共管理重点学科建设项目; 国家自然科学基金项目(项目编号:71273218); 教育部人文社会科学研究青年基金项目(项目编号:10YJC630175)的阶段性成果
