| 英文摘要 | 诸多案例表明,环境群体事件是公民受到严重、甚至危及生命的利益侵害且正式利益表达途径受阻时所激发的一种非理性的集体利益表达活动,其参与者的个体行为选择可从制度经济学者奥斯特罗姆由的长期存续公共池塘资源个体行为选择理论得到解释。而其发生逻辑则符合“个体因环境污染受到巨大的利益损害——正式利益表达无效——诱发群体事件“这一诱发机制,是受害者在政府环境规制无效且正当利益表达失败的情况下做出的无奈选择。因此,健全公民参与平台和渠道,成为了预防环境群体事件的必然对策。而在治理话语下,这一参与机制尚可为治理参与主体网络的完善提供助力。; Many Cases show that the feature of massive events is caused by life-threatening environmental pollution and the invalidation of the official interest expression channels,and the individual choice of actors could be explained by Ostrom's theory of individual choice behavior.And the system of occurrence corresponds to the process of"rievous bodily or other harm-official interest expression failure-massive events occurred",and it is almost the obligatory of sufferers.Therefore,improving channels of participation forums become inevitable,and what is more,civic participation could develop the governance of environmental pollution.; 国家社科基金项目(11BZZ047) |
