英文摘要	规制影响评估是用来评估拟议规制经济合意性的一系列方法、程序和机制。在过去30余年里,它不仅成为许多国家规制政策的分析和选择工具,而且也是经济学、政治学和公共政策研究的重要主题。文章较为详细地探讨和梳理了规制影响评估的理念起源、实践的国际化和多样化以及四种不同的分析视角。在此基础上,文章预测了未来rIA不同分析视角与实践之间的关系。; Regulatory impact assessment(RIA)refers to a serial of measures,procedures,and mechanisms used to evaluate economic desirability of proposed regulations.Over the last three decades,RIA has not only become a common tool for regulatory policy analysis and choice in many countries,it has also become an important research theme in economics,political science and public policy.This paper discusses the origin of the concept of RIA,its internationalization and various implementations,and four of its associated analytical perspectives.On the basis of these discussions,the author speculate the implications of these different perspectives for practice.; 厦门大学“985工程”及“211工程”公共管理重点学科建设项目资助成果
