英文摘要	通过对青岛市新农合的个案研究发现,政府筹资责任分担机制不健全、筹资水平缺乏合理性、缴费方式过于粗放、统筹层次过低及商业保险公司介入新农合基金管理存在较大风险,等等。因此,必须健全政府筹资责任分担机制、科学确定筹资水平、规范缴费方式及提高统筹层次。; We carried out case study on Qingdao New Rural Cooperative Medical Scheme.The results indicated poor mechanism of government financing responsibility,unreasonable financing level,simple financing method,small health insurance pool.It was also risky that commercial health insurance company participated in New Rural Cooperative Medical Scheme management.We proposed to improve government financing responsibility,financing level,financing methods,and expand health insurance pool.; 国家社会科学基金项目“经济发达城市农村合作医疗制度建设研究”(07BSH066)阶段性成果
