英文摘要	西方服务型政府理论是从传统官僚型政府理论、管理型政府理论中演化来的,它超越了传统政府理论中政府本位的思维模式,把公民作为理论核心和指导原则。它一方面从公民维度预设了人是公共管理的目的,由此作出了公共行政中公民本位的预设,并预设了由公民主导的公共空间;另一方面,从政府维度出发,它又作了多元责任预设和公共人预设。西方服务型政府理论有创新和可取之处,但也存在缺陷,我国服务型政府建设可借鉴其长处,但也要避其短处。; The theory of western service government evolved from that of the traditional bureaucratic government and administration government.It transcends the traditional thinking way of the government-oriented theory,and the theory that the citizens are regarded as the core and guidelines is advocated instead.In the theory,based on the dimensionality of citizen,the people-oriented public administration is preplanned as the target with a public space provided,where the ordinary citizens play a leading role.On the other hand,in view of the dimensionality of government,it preplans the multicomponent responsibility system for a "public man".In sum,there is something innovative and advisable to us in the theory of western service government though there are defects found in it.Forming the service governments in China may absorb its successful experience and avoid its shortcoming.; 教育部规划课题资助项目(07JA810011)
