英文摘要	【中文摘要】基层政府的大部门体制改革必须坚持重点突破和整体创新相结合,坚持行政管理体制改革与其他方面改革相结合,坚持统筹兼顾、协调好改革进程中的各种利益关系,努力当好推动科学发展、促进社会和谐的排头兵。文章对基层政府大部门体制改革的指导思想、改革目标、基本原则及改革的基本思路和主要措施作了较为详尽的方案设计,努力探索一条适合S市经济社会发展实践,有鲜明特色的行政体制改革新模式,为把S市建立成为全省、全国办事效率最高、服务质量最好的区域积累经验。【英文摘要】This paper makes an explicit design for the structural reforms of basal government s main departments from the aspects of guiding ideologies,reform aims,basic principles and measures,and tries to find a reform approach suitable for S city s the economic development.The innovative and haracteristic reform mode provides S city with beneficial experiences for building a government with the highest efficiency and service quality in our country.; “S市H区深化行政管理体制及事业单位改革的方案调研设计”（H区人民政府委托）课题
