英文摘要	[中文摘要]在当代城市发展中 ,随着经济和城市化水平的不断提高 ,通过行政联合以解决行政区分割带来的一系列问题 ,是当代世界各国发展的趋势。行政联合可以从公共经济学“规模经济”的观点中找到理论依据 ,而经济区与行政区的矛盾 ,城市空间的扩大与行政区划调整的矛盾以及地方政府功能过小与公共服务范围扩大的矛盾是实现行政联合的现实依据。行政联合主要有城市联合政府、城市合作组织、城市协调机构、承担专门职能的地方政府等四种基本模式。[英文摘要]During the development of contemporary city ,along with the constant improvement of economy and urbanization ,it is a tendency of nations in the world to settle a series of issues resulted from administrative area segmentation by means of administrative alliance.The concept of administrative alliance could find its theoreti cal basis from the viewpoint of ”the scale of economy” in public economics.Moreover,the practical grounds of realizing administrative alliance are the contradiction between economic region and administrative area ,between the expansion of city space and the adjustment of administrative region and between the excessively small functions of the local government and the extensive bounds of public services. Administrative alliance mainly has four basic patterns ,namely allied government of the city ,cooperative organization of the city ,harmonized struc- ture of the city,the local government assuming special functions.
