英文摘要	国际货币基金组织的运行机制以“软机制”为特征。这一特征贯穿于该组织的管理职能、融资业务、决策制度、磋商机制、解释程序、补救措施等各主要环节。亚洲金融危机爆发后要求改革国际货币基金组织体制的呼声渐起，该组织运行机制今后的走向如何已引起广泛关注。从“软机制”形成的原因和拟议中的改革方案来看，在可以预见的将来，该组织的运行机制会得到一定程度的强化，但不可能改变作为一种“软机制”的基本定位; In the last fifty years IMF has developed a“soft”mechanic with regard to its exchange rate management functions, financial institutions, decision making, consultation,interpretation process and remedies.Recently,especially since the breakout of Asian financial crisis, appeals for reforming IMF have been made.One of them is on the future of its soft mechanic.After studying the ground on which the soft mechanic stands and the proposals to reform, we can anticipate that though IMF will adopt a somewhat “harder” mechanic in the future,it is unlikely to change its “soft” nature.
