英文摘要	基本权利的实现需要政府提供保护,因而也需要相应的公共资金的支持。然而,政府财政困境及财政危机的普遍存在,构成了基本权利保护的限制条件。中国区域经济发展不平衡,加之“赶超型“经济发展战略造成了财政实践中的“马太效应“,使得基本权利的均等保护问题成为“平等权“等基本权利保护中的重要课题。中国的应对之道在于构建有效的财政控权、财政分权及财政平衡机制,适时推进全国范围内基本公共服务的均等化。; The realization of basic rights need the government' protection,therefore public fund is needed too.However there are financial difficulties and financial crisis of many governments,which constitute the restrictive conditions for the protection of basic rights.Regional economy makes unbalanced development in China,and the overtaking-model strategy of economic development leads to the Matthew effect in public finance,which makes the problem of protection of basic rights equably become important subject of the protection of the basic rights,especially for the right of equality.The answering methods of China is to set up the mechanisms of controlling fiscal power,fiscal decentralization,and fiscal balance,so that the equalization in basic public service shall be advanced in nationwide scope at appropriate time.; 福建省社科规划项目“政府间财政关系与公共服务均等化问题研究”(2008B2078)
