英文摘要	行政法治发展战略问题的核心在于行政法治的理想图景及其实现途径。行政法治发展战略思维是把握行政法治实践的基本结构、根本矛盾及其运动形态的思维原则、方法的总称,具有基础性、系统性、根本性和价值性等特征。要清醒地将我国行政法治发展定位于基础阶段,在制度建设上着力防范和克服法治进程中“制度失灵“与“泛形式化“的消极后果,必须强调和突出行政法制的“秩序重建“与“价值共识“的双重功能,着力解决其中的民主行政、组织法制、实体正义与监督合力等行政发展战略的重点问题。; The core of developmental stratagem of the administrative law is the ideal prospect and the path of implement.The basic structure,fundamental contradiction,as well as the thought principle and method of modality,come to the stratagem thought of administrative law development.The thought takes the nature of basic,systematic,fundamental,and valuable.It is necessary to situate the development of the administrative law system in our country as basic stage.And,it is reasonable to inhibit the negative result of system failure and panformalization.Moreover,the double functions of order reconstruction and value concognition of administrative law should be emphasized.Therefore,the focus should be set to resolve the democratic administration,organizing law system,substantial justice and intendance force.; 2005年度国家社会科学基金重大项目“法律制度与社会建设的和谐”(05&ZD042)阶段成果
