| 中文摘要 | 无论在理念上还是实际工作中,循环经济理论和实践对我国城市生活垃圾减量化都有内在的诉求。从循环经济视角看,我国大部分城市生活垃圾治理呈现结构失衡状态,体现在治理路径末端化、垃圾循环利用形式化、源头减量边缘化和治理机制之间的结构性失衡。其主要原因在于对城市生活垃圾治理认识、治理重心、治理核心环节资源配置以及治理工具等方面存在偏差。我国要以循环经济模式构建新的城市生活垃圾治理机制,需要在治理路径、法律义务主体、减量化行为模式、杠杆规制点和规制工具等方面进行法律调整。Whether from operation or idea, the circular economy theory and practice have intrinsic appeal to our country city living garbage reduction. From the perspective of circular economy, it is unhappy to see that it is Poor efficiency of Garbage disposal in most of city of our country, embodied in the end, garbage recycling and formal source reduction marginalized governance path.
