中文摘要	日本的《土壤污染对策法》制定于2002年,详细规定了工业用地被污染后的治理方法,对日本的土壤保护和土壤污染治理工作具有划时代的意义。但在该法实施的过程中,也出现了一系列问题,诸如法律规定对象以外污染场地的管理问题,治理措施偏重于清挖后场外处理,由此造成污染土壤扩散及土地所有者负担过重等问题。经过近年地不断论证,2009年对原法律进行了修订,并于2010年4月开始实行。本文从分析日本《土壤污染对策法》修订的内容和目的入手,对修订的意义和效果进行了探讨。借鉴该法律修订的经验,对我国的土壤污染防治立法工作提出了几点建议。; Japan is one of the most active countries for the control of soil pollution in Asia. The soil pollution control law of Japan was issured in 2002,There were detailed rules for the problems occurred in the enforcement of law. Therefore the and results of the law revision were discussed in this paper. From the experiemces of law revision in Japan,some suggestions for the legislation of soil pollution contoral in China were presented.
