| 中文摘要 | 德国体育政策的演进经历了博爱主义教育和德国体操运动、教育学改革、政治性身体教育、分裂时期体育教育、统一后德国的体育政策5个阶段。在不同的历史时期和社会状态下,政治需要和人本需求是德国体育政策发展的主要推动力。提出完善我国体育政策的建议:转移发展重心,使大众体育和竞技体育协调发展;加大国家投入,将大众体育和全民健身作为公益事业发展;转变政府职能,基层体育主管部门逐步脱离竞技体育。; Historically,German sport policy has gone through 5 phases, that is, the phase of philanthropism and German gymnastic,the phase of pedagogy reform,the phase of politicphysical education,the phase of physical education during division of Eastern Germany and Western Germany,and the phase of sport policy after united. Political needs and humanistic demand are two diving forces in different historical periods and social state. On this basis above,suggestions for the improvement of China's sport policy were provided in the study: development focus should be shifted to coordinate mass sports and competitive sports; investment should be increased to develop mass sports and national fitness as one of public welfares; government functions should be transformed to make the local sport administration department separated from competitive sports. |
