中文摘要	在中国农村和市场二元经济结构下,养老保险基金债券的出现是中国过去20年里重要的经济现象之一。本文从理论上为政府发行养老保险基金债券对老年市场资源配置的影响提供一个合理性证明。我们研究了中国政府依靠养老保险基金债券的发行机制来改善老年消费和储蓄结构的实现过程。研究发现,中国政府过度发行养老保险基金债券会影响老年需求市场的无效率配置。这个过程就是,政府应该适当减少养老保险基金债券发行规模,通过提高债券价格增加老年消费者短期消费和减少储蓄虚拟化的程度,从而提高老年消费者消费积极性,进而改善二元经济结构下老年人的福利。; The appearance of pension fund bond with demand of elderly is one of the most important economic phenomena in the past two decades in China. This paper provides a rational proof about the justification for the dependence of elderlymarket welfare on the governments' pension fund bond. We studied how the efficiency of resource allocation in the elderly market could be improved by issue of bond. The process of improving the welfare is as follows. By a reducing amount of pension fund bond financing, the price of bond will be increased,with the proportion of the consumption of elderly then increased and the proportion of deposits reduced, hence, the welfare of elderly under urban and rural economic structure could be improved.
