| 中文摘要 | 对城市规划实践中"以人为本"提出质疑。首先通过对一系列关于"人"的概念进行辨析,发现中国城市理论中缺乏对"个人"的关注,导致其未能对市场和政府进行的规划实践加以批判,服务于假想"人口"的规划逐渐走向真实"人群"的对立面。关于回龙观成败的讨论中展现的规划专业者与居民观点对立佐证了该观点。然后进一步从机制上解释政府行为对市场行为的学习与落后,规划理论对市场和政府行为的被动跟随和失范过程,以及说明理论缺失对城市空间平均化、城市规划理论权威衰落与行业发展威胁的影响。最后从文化基因上进行解释,提出"以人为本"价值观回归和方法论重建的思路。; This paper questions the principle of "people-oriented" in urban planning practice. After an analysis on the concepts of "people", the paper discovers that the concern for "person" is still in vacancy in relevant urban planning theory of China, leading to its failure in guiding the planning practices conducted by either the market or the government. And by serving for imaginary "population", Chinese planning gradually goes to the opposite direction of "people" in reality. A discussion on Huilongguan project shows how the viewpoints of professional planners oppose that of the local residents. Then the paper explains from the perspective of applied mechanism that how government fails in following market behavior and the process planning theory passively follows and finally falls into anomie to the market and government behaviors, before deliberating the influences of theoretical deficiency in phenomena including urban space equalization, declination of urban planning theory authoritativeness, and threaten to the planning industry development. Finally, the paper provides a cultural genes explanation, and suggests several ways of rebuilding "peopleoriented" values and methodology reconstruction. |
