中文摘要研究以杭州市S区为研究对象,探索在社会管理领域,城市区级政府部门结构与运作如何影响公务员对政府部门绩效的感知。构建政府部门结构与运作分析框架,使用德尔菲法设计量表,采用分层随机抽样采集数据,运用结构方程模型对分工、协作、制衡、制度、技术、文化和绩效之间的关系进行分析检验。实证结果表明,在运作层面,政府部门文化和技术有利于公务员提升政府部门绩效感知,而政府部门制度对公务员提升政府部门绩效感知的影响是通过部门文化和技术产生的;在"结构-运作"层面,政府部门结构对公务员提升政府部门绩效感知的影响是通过部门运作产生的。这些结果有助于理解结构、运作与绩效三者之间的关系。实践中,政府部门在重视结构、制度、技术等方面的同时,应重点关注文化建设的三方面工作。这项原创性研究在论证政府部门结构、运作与公务员绩效感知关系的同时,也为此类研究提供了有效的分析工具。; The objective of this paper is to illustrate and examine how structure and operation of government departments affect their performance perceived by civil servants. An empirical research based on civil servants investigation was conducted,focusing on the social management activities in S district,Hangzhou,Zhejiang province. An analytical framework of structure and operation of government departments was proposed,predicting the relationship path between different elements of structure,operation and performance. To be specific,department structure contains work division,coordination and cooperation,and check and balance.Meanwhile,department operation is consisted of institution,technology and culture. Moreover,five components were selected to reflect the department performance perceived by civil servants. A five-degree Likert scale was designed using Delphi method for data collection. Respondents participated in as stratified random samples during the allocation of questionnaires. Following the reliability and validity test,structural equation model was used for hypotheses testing,which concerned the relations of work division,coordination and cooperation,check and balance,institution,technology,culture and performance. The empirical research reveals some inspiring findings at different analytical levels. On the one hand,not all elements of department operation affects the performance perceived by civil servants directly. Specifically,department culture and technology do have direct effects on the performance,but they play the role of intermediate variables between institution and performance as well. On the other hand,in a more macro point of view,department structure has an indirect impact on government performance through department operation instead of a direct one. The proven analytical framework can assist both scholars and administrators in properly understanding the relationships of department structure,operation and performance perceived by civil servants at the district level government. As a practical implication,the analysis also reveals that administrators should not only pay attention to department structure,institution and technology promotion,but also on culture cultivation. Furthermore,three suggestions are provided for strengthening the department culture. This research is among the pioneering works of empirical studies using quantitative methods to test the influence of structural variants and operational variants on the performance of government department perceived by civil servants. Besides,the scale developed as a measuring tool can be expanded to similar researches in this category.
