| 中文摘要 | 党的《十八届三中全会决定》提出了全面深化改革的总目标就是要"完善和发展中国特色社会主义制度,推进国家治理体系和治理能力的现代化"。本文首先对这个重大历史命题提出的历史背景进行了分析。然后,对国家治理的内涵从基本政治制度、价值体系、治理体系、治理能力等四个方面进行了阐释,提出了中国国家治理现代化之路是一个顶层设计与泥泞前行相结合的过程。同时,对国家治理现代化所面临的一些重大挑战进行了深入的分析,包括多重转型叠加导致政策问题识别困难,目标模式多元导致改革路径曲折,以及现实与理论脱节导致现代治理难以推行。最后,对公共管理学界的同行如何参与国家治理现代化研究提出了期望。; The Third Plenum of the 18 th Congress of the Chinese Communist Party of China proposed that the general goal of the comprehensive and deepening reform is to "improve and develop the socialist institutions with Chinese characteristics,and to push forward the modernization of state governance institutions and capacity." This paper first analyzed the historical background of why this important goal was proposed at this particular juncture. It then dissects the concept of state governance into four major components,political system,governance value system,governance institutions,and governance capacity. The paper then analyzed some major challenges ahead including:(1)how to diagnose the root causes of the problem;(2)how to choose the goals when there are conflicting views;and(3)how to implement reforms when practice does not match with theory. Finally,the paper calls on scholars in public administration to join in the research on state governance to contribute to China's modernization process. |
