中文摘要	十八届三中全会提出市场在资源配置中起决定性作用,全面深化改革的总目标是完善和发展中国特色社会主义制度,推进国家治理体系和治理能力现代化。中国的行政审批制度改革已历经十余年,它作为政府职能转变的突破口,是决定政府改革总目标顺利实现的关键环节。在中国行政审批制度改革过程中,中央政府改革力度不断加大,地方政府积极探索创新,外部力量也产生了显著影响。我国已经积累了在试点探索、研究论证、沟通协调和组织建设等方面的成功经验。然而改革也有许多不足之处,包括政府与市场界限认识仍然不够清晰,改革成果没有完全巩固,忽视对审批流程的改造,以及配套改革措施不够完善等。在接下来的改革中,应科学划定政府职能,严格控制新设行政审批,简化行政程序,处理好各个政府部门之间的关系。; The third plenary session of the eighteenth central committee of Communist Party of China recognizes that market plays a decisive role in resource allocation,and the general objective for deepening reform is to build a capable national governance system with Chinese characteristics.The governmental licensing system(alternatively known as the Administrative Approval System)has been undergoing reform in China for over a decade.Many experiences and lessons have been accumulated.This paper examines the trajectory of these reform efforts and tries to come up with suggestions for the new round of reform.The authors suggest,the government should properly define the scope of the governmental function,strictly control new licensing items,simplify licensing procedures,and adequately handle the relationship within the governmental agencies themselves.
