中文摘要	应急体制下延与基层应急机制创新是提升我国政府应急管理能力的基本路径。本文聚焦我国基层政府应急疏散行为的基本模式及其影响因素,通过多案例比较研究方法具体分析了基层政府应急疏散的不同模式,并从灾害、制度、官僚三重维度考察其影响基层政府应急疏散行为的过程及机理,对基层政府应急疏散行为进行理论建构并提出相关政策优化建议。; Enhancing local government emergency management structure and capabilities were considered as the basic path to improve national emergency management system.This paper focuses on China's local government emergency evacuation behavioral models.Through comparative case study,we prove that disaster events,institutional environment and local officials play different roles in shaping local government evacuation behavior.Finally,we put forward some suggestions to perfect evacuation management system.
