中文摘要	世纪之交,新自由主义思潮让位于新正统理论成为对外援助的指导思想,国际NGO参与对外援助也从"替代发展"阶段过渡到"多元参与"阶段。这不仅推动着国际NGO与援助国政府之间合作关系的转变,而且,在多元参与阶段,援助国对受援国政府、企业、本土NGO等利益相关者健康发展的期待也促使国际NGO积极与它们建立合作关系。新的援助理念下,援助国政府与国际NGO在对外援助领域面临新的挑战,双方都需不断调整自己的战略以改善对外援助的效果。借鉴国际经验,本文提出了中国NGO参与对外援助的政策建议并指出,建立政府、企业、NGO三位一体的多元合作伙伴关系是改善对外援助效果的有效途径。; At the turn of the century,the new orthodoxy theory replaced the new liberalism,becoming the guiding ideology of the foreign aid,and accordingly,international NGOs' participation model in foreign aid involved from the"Alternative Development"stage to"Multiple Participation"stage.This changed the relationship between international NGOs and the government in developed countries;moreover,the donors' anticipation to the recipients' government,corporates and local NGOs' healthy development promoted international NGOs to establish relationship with them.Under the new aid concept,the relationship between donor government and international NGOs faced new challenge,both sides need to adjust their strategies to improve the effect of foreign aid projects.Drawing on foreign experience,this paper gives policy proposal for Chinese NGOs participation in foreign aid and points that NGOs should establish a multiple cooperative partnership both with the government and corporations,then,NGOs need to localize in recipient countries in order to improve the effect of foreign aid.
