中文摘要	公众参与必然会深度影响公共决策的制定与执行。托马斯的公众参与有效决策模型是解决如何实现有效参与的问题,进而提升公共决策合理性的有益尝试。对于该模型,国内学者在承认其价值的同时又对其进行了继承性的批判与发展。基于此,本文试图将其继续向前推进,构建了以参与范围、参与形式、参与程度、参与保障、参与效果评估五个维度为核心、与公共决策过程相契合的公共决策有效参与模型。; Public participation is bound to affect the public policy making and implementation.Thomas' efficient model in public decision-making is a good example to solve how to achieve effective participation and further enhance the rationality of public decision-making.For this model,in addition to recognizing its values,domestic scholars criticized and developed the model with succession as well.Based on this,the essay tries to move its study forward,and rebuild an effective participation model in public decisions.The new model has five dimensions,namely participating scope,participating approaches,participating depth,participating guarantee,participating effect and its assessment.Meanwhile, this model fit public decision-making process.
