中文摘要	在现行工程建设安全生产管理制度中,业主、监理和施工单位是与工程现场联系最为密切的主体,但三者之间在安全生产管理上的分工和责任划分,一直存在较大的争议。通过结构方程模型方法,基于当前的政策和制度要求下识别业主、监理单位和施工单位与安全生产管理相关的行为集合,构建三方主体履行安全生产管理职责的行为关系模型,讨论三者在安全生产管理上的复杂角色与行为关系模型之间的内在联系,提出提升业主安全责任要求、细化施工单位安全责任和调整事故安全责任主体划分思路的建议。; Proprietor,supervisor and contractor are the most important parties related to construction site,but there have been some controversies and problems on the duty and responsibility allocation among three parties in construction safety management. A behavior relationship model of three parties affecting construction safety is proposed based on structure equation model and collective behaviors related to construction safety management probed from current policies and system,and furthermore the internal relations between each of three parties and the behavior relationship model are discussed. To resolve the controversies on duty allocation related to construction safety management,it is suggested to strengthen proprietors' liability,detail contractors' liability under each delivery method and redesign the liability identification in construction accidents.
