中文摘要	中国政府正式启动加入《政府采购协议》(GPA)的谈判之后,建立本国国货采购制度已被提上议事日程。作为GPA成员方中唯一通过国内立法的形式明确规定国货采购制度的国家,美国国货制度具有重要的参考价值。本文系统研究了美国国货制度的框架、制度要素、实施效果以及相关争论,并探讨了美国经验对中国的借鉴意义。; It is widely accepted that a "Buying Chinese" mechanism should be established since Chinese government commenced the negotiating process of accessing the Government Procurement Agreement under the WTO.As the only member state of the GPA which has a set of legislation governing the buying national policy,the United States provides an important resource for comparative studies.This paper systematically portrays the comprehensive framework and building blocks of the buying American rules,its actual enforcement effects,and related debates over this issue.Furthermore,it is explored how American experiences can benefit China in light of both international trade negotiation and China's domestic institutional reform.
