中文摘要按照可持续发展与大气环境城市规划理论,运用大气环境数值模拟技术,就不同规划方案进行环境影响评估,及时作出布局调整与决策按照这一理念编制的《佛山市城镇体系规划纲要(2003~2020)》(以下简称《规划纲要》)注重城镇建设与环境保护的协调发展,通过调整城镇体系结构和产业布局,加强绿化建设等方面的安排,改变城镇格局,从而带来大气下垫面特性的一系列变化,进而影响气象环境,通过评估见到了一系列有利于大气环境质量改善的效果。对1990年代初、 2002和2020城市布局状况所作的大气环境影响评估的数值模拟结果表明,在相同气象背景和污染排放水平条件下,主城区的大气环境质量随着规划的实施将逐步得到改善。至2020年,在不利于扩散天气型条件下,日平均城市热岛强度比现状降低2℃,热岛影响范围缩小1/3,小风区范围缩小5%,大部分地区空气污染物浓度有较大幅度降低,污染物自净能力提高50%。在有利于扩散天气型条件下,大气环境质量的改善更为明显。; Based on urban planning theory of sustainable development of atmospheric environment, using numerical simulation technology of atmospheric environment, the environmental effects of different projections are assessed supplying timely layout adjustment and decision-making. According to the idea, "Foshan Town Plan (2003-2020)" is accomplished paying attention to the harmonious developing between urban development and environmental protection. A series of measurements, e. g. adjusting the town spatial hierarchical structure and industrial structure, intensifying greening et al., change the underlying surface through the change of town pattern, and further impact meteorological environment. From the assessment, some improvements on atmospheric environment can be seen. Numerical simulations of the atmospheric environment impacts of 1990, 2002 (current) and 2020 (planning) show that under the same meteorological and pollutant emission conditions, the atmospheric environment in downtown area will be improved along with the implementing of the planning. Under the weather condition which is not conducive to diffusion, compared with the current situation the intensity of day-average urban heat island (UHI) of 2020 will decrease 2oC, the impact area of UHI will reduce one-third, the weak-wind area will shrink 5%, the pollutant concentration in most area will decrease distinctly, and the diffusion capability will increase 50%.
