中文摘要	应对突发灾难性事件越来越成为政府必须面对的常态管理问题,而解决这一问题除了有赖于职能部门的高效运作之外,还应该有完善的法制基础,从体制层面解决应急管理相关问题。文章通过对突发事件及其应急法制,国内外应急法制立法现状的比较与分析,针对当前应急法制建设中存在的需求和不足,提出了完善我国突发事件应急法制体系的框架设计。; Dealing with the tragedy emergency is the normality administrate question that the government must face, and the question was solved not only depending on the highly efficient action of the functional section, but also the perfect legal basis to solve the problems relevant to emergency management on the system level. The concept of the emergency, the emergency law, the current state of emergency law both at home and abroad were introduced in this paper and some suggestions for improving the legal system response mechanism in emergency were offered, aiming at the existing need and defect in the construction of emergency law.; 中国科学院科技政策与管理科学研究所所长基金
