中文摘要	石油安全对中国已形成巨大挑战,而发展石油替代燃料特别是生物燃油,将是主要的选择之一。新农村建设已成为中国经济和社会发展的一项重大战略方向,而新农村建设有赖于新型产业建设的支持。中国能源农业和能源林业的诞生和发展正是基于这两大背景。本文分析了中国能源农业、能源林业的现状及其突出的能源、环境、经济效益,特别是对新农村建设的重要意义。最后就中国能源农林业发展的三个主要方面提出了战略思路,分别是技术研发战略、产业发展战略和土地利用战略。; The security of oil has been faced with challenge. Development of the alternative fuel, especially biomass fuel, is one of the main approaches to Chinese oil security. New rural construction is a long-term strategic guideline for the development of Chinese economy and society, while it depends on the construction and development of new industries. Based on these two background, Chinese energy-oriented agriculture and energy-oriented forestry got more and more provenances. The article analyzes the current status and 3E(energy, environment and economy) impacts of energy-oriented agriculture and energy-oriented forestry. Finally, some ideas are put forward about the strategies of technology R&D, industrial development and sustainable land resource usage.
